New USDOT ≠ active MC authority
This is the #1 objection trucking-insurance agencies raise against “new DOT” lists — and they are right to raise it. A newly appearing USDOT in the FMCSA Company Census is an early registration signal, not proof the carrier can legally dispatch under for-hire authority.
Plain-English regulatory chain
Identifies the carrier in FMCSA systems (census / MCS-150). Required to operate commercial motor vehicles in many contexts — but alone it does not equal active for-hire MC authority.
For-hire interstate carriers typically apply for operating authority. Authority can sit pending until required filings are accepted.
Proof of liability (e.g. BMC-91 / BMC-91X filings by the insurer) and process-agent designation (BOC-3) are commonly required before authority activates. Lapses can suspend authority.
Only then is the carrier generally cleared to operate under that authority. Producers who skip SAFER / L&I waste dials on non-bookable rows.
